Use this resource to prepare a public comment on USTR’s proposed Section 301 tariffs.
In our ongoing effort to help businesses and consumers keep up with the changing tariff landscape, we wanted to flag two important updates. As a reminder, the Section 122 tariffs are set to expire on July 24, 2026. At the same time, the President has proposed a broad expansion of Section 301 tariffs. We have serious questions about the legality of that approach, but for now the proposal is moving through USTR’s public comment process. If you would like to submit comments, we have tried to make it simple: below are fillable templates and a step-by-step guide to walk you through the process. Please feel free to forward this to friends, colleagues, customers, suppliers, or anyone else who may want to weigh in. You do not have to be an importer to file comments—anyone may submit them. And, as always, let us know if you have any questions.
The U.S. Trade Representative is accepting public comments on proposed Section 301 tariffs connected to forced-labor import enforcement by foreign economies. These tariffs could raise costs for American importers, small businesses, manufacturers, retailers, and consumers. If your business would be affected, you can submit a public comment explaining the real-world impact.
Comment deadline: July 6, 2026.
Where to file: Submit written comments through USTR’s comment portal at https://comments.ustr.gov/s/ and use docket USTR-2026-0265.
You do not need to be a lawyer to submit a comment. The most useful comments explain who you are, what you import, where your products come from, whether you know the tariff subheading, and how the proposed tariffs would affect your costs, employees, customers, supply chain, or ability to stay competitive.
USTR’s portal asks several specific questions. You do not need to answer every question. Answer the ones that apply to you. To make the process easier, Liberty Justice Center’s TERRA project has prepared two downloadable resources:

Before submitting, review your comment carefully. Do not include confidential business information in a public field unless you understand USTR’s confidential-submission rules. Your personal facts and business impact are what matter most.

- Fill in your contact information and public comment fields.
- Copy your answers from the template or worksheet.
- Submit by July 6, 2026.
