As refunds begin moving through the system, one of the most common questions we’re getting is: “How do I know if my CAPE entries were actually accepted?”
One of the most useful tools right now is the ES-003 Entry Summary Line Tariff Details report in ACE.
Importers can use the ES-003 Entry Summary Line Tariff Details report in ACE to help verify whether CBP has processed CAPE entries. ES-003 is useful because it shows entry-summary line details, including the Chapter 99 IEEPA HTS codes that should be removed once CBP accepts and processes the CAPE Declaration. CBP has said that after CAPE validations are completed and the declaration is accepted in whole or in part, it is assigned a unique CAPE claim number.
Where to find ES-003 in ACE
- Log into the ACE Portal
- Click Reports
- Open Folders
- Navigate to:
Public Folders → ACE → Trade → Entry Summary - Select:
ES-003 – Entry Summary Line Tariff Details - Run the report for your importer and relevant date range
What to look for
You’re specifically looking at the Chapter 99 IEEPA tariff lines (typically 9903.01.xx or 9903.02.xx).
- If those lines are still present, the entry likely has not yet been processed
- If those lines are removed or no longer carrying duty, that is a strong indication the CAPE declaration has been accepted and processed
In other words, ES-003 lets you see—line by line—whether CBP has actually stripped out the IEEPA tariffs.
Important context
- Acceptance in CAPE ≠ immediate refund
- Once accepted, CBP still needs to liquidate/reliquidate the entry
- Refunds are expected 60–90 days after acceptance, unless flagged for further review
ES-003 is a good verification tool, but it may not be the only confirmation. Users should also check CAPE declaration status, any rejection/error messages, liquidation status, and refund/ACH activity. Refunds are generally expected within 60–90 days after acceptance, unless CBP flags a compliance issue.
