On November 6, the Liberty Justice Center, alongside 33 organizations and 41 state legislators, signed a letter urging Senate leadership to hold a hearing on Senator Rand Paul’s “Safeguarding Personal Information Act of 2025” (S. 2769), which would repeal the federal REAL ID mandate.
The letter highlighted the threat REAL ID’s pose to American citizen’s right to privacy and the potential to significantly limit individuals’ movement, ability to purchase items, and access to services. REAL ID functions as a de facto national ID system that compels states to standardize driver’s licenses and share personal data across state lines, enabling expansive tracking and going far beyond its stated, intended purposes. This is an obvious threat to privacy, free movement (e.g., air travel and access to federal buildings), and states’ rights, while imposing burdensome documentation requirements and costs on citizens.
The letter asks the Senate to publicly examine the civil liberties, privacy, and federalism concerns raised by REAL ID, and to allow testimony from affected stakeholders. It supports holding a formal hearing as a step toward passing Senator Paul’s bill to repeal the REAL ID Act’s identification and data-sharing requirements.
