ISSUE BACKGROUND: In September 2023, the Liberty Justice Center and the Upper Midwest Law Center jointly launched a lawsuit to defend Minnesotans’ constitutional right to free speech. Their lawsuit challenges House File 28, a controversial Minnesota law that criminalizes core political speech about election policies and procedures. LJC and UMLC represent Minnesota Voters Alliance—a nonpartisan, 501(c)(3) organization that aims to increase public awareness of election-related issues and to increase voter participation in elections—as well as several individual Minnesotans.
